No, they have not mentioned this yet. For now all you need is the TDAC, not the ETA.

As a South Korean passport holder, you get visa-exempt entry to Thailand for up to 60 days. You can also extend your stay by an additional 30 days at a local immigration office. However, you must complete the Thailand Digital Arrival Card (TDAC) before arrival. You can apply early here: https://agents.co.th/tdac-apply

You simply submit for your TDAC, and for the purpose of travel you select "BUSINESS".

What about AIRLINE STAFF? The airline staff is SUBJECT TO SPACE AVAILIBILITY? Sometime the airline 1 or 2 or 3 FLIGHTS PER DAY. On the Arrival Form the passenger has to fill Arrival Date FLT NO. Now if the passenger gets NO SEATS on that particular flight then has he to fill the new arrival form again and wait 72 hrs? Even how can these airline staff book a hotel when he is not sure he will board the flight.

Not enough info. You may need a visa depending on your passport country, and you will need to do the TDAC.

Those holding a retirement visa do not need to have any return or onward tickets.

Retirement visa holders do NOT need any return, or onward ticket as that is a long term visa. Those requirements are usually for Exempt Entry, or Tourist Visas.
